High Rocks Park is a 1.55-acre park located along the Clackamas River in the 82nd Drive commercial area. The park is used year-round by anglers and visitors enjoying river access and scenic views. The lower level of the park is subject to seasonal flooding and remains largely unimproved. River conditions throughout the park can be extremely hazardous, and swimming is not recommended.
Due to the significant safety risks associated with this stretch of the Clackamas River, the City of Gladstone, the City of Oregon City, and Clackamas County have partnered to support seasonal River Rescue Services at High Rocks Park. Through a 2026 intergovernmental agreement (IGA) approved in May 2026, the agencies jointly fund specialized river safety staffing provided by American Medical Response (AMR).
River Rescue Services are scheduled during high-use periods throughout the 2026 summer season, including Memorial Day weekend, Fourth of July weekend, Labor Day weekend, and select high-heat days. These services are intended to reduce water-related accidents, promote safe river recreation, and provide rapid emergency response in this historically high-risk area.
The City of Gladstone’s portion of the program is funded through the WES Good Neighbor Program. The City appreciates the partnership and support of Clackamas County, the City of Oregon City, WES, AMR, and the Gladstone Fire Department in helping improve public safety at High Rocks Park.
