City Council

The Gladstone City Council meets on the second Tuesday of each month at 6:30 p.m. in the Council Chambers of City Hall, 18505 Portland Avenue. The fourth Tuesday of each month is reserved for additional Council meetings if needed. With the exception of any scheduled Executive Session, the meetings are open to the public and residents are encouraged to attend.

The council consists of an elected Mayor and 6 City Councilors who exercise the city’s vested legal powers. Each City Councilor serves a four year term. The City Council is committed to providing optimum level of services for Gladstone residents while minimizing costs imposed on taxpayers.

How to Participate in Public Comment at a City Council Meeting:

If members of the public would like to comment on an agenda item (either virtually or in person) please email your comments or your request to speak to bannick [at] ci.gladstone.or.us (bannick[at]ci[dot]gladstone[dot]or[dot]us) prior to 12:00 p.m. (noon) on the day of the City Council meeting. Individuals attending in person may submit a speaker card to the City Recorder prior to the beginning of the meeting. Comments are limited to three (3) minutes.

The City Council will also have Gladstone City Event Announcements during the meeting and Business from the Audience at the end of the meeting. To speak during either time, (virtually or in person) please email bannick [at] ci.gladstone.or.us (bannick[at]ci[dot]gladstone[dot]or[dot]us) prior to 12:00 p.m. (noon) on the day of the City Council meeting with your name, topic of discussion and city of residence. Individuals attending in person may submit a speaker card to the City Recorder prior to the beginning of the meeting. Comments are limited to three (3) minutes.

The City of Gladstone encourages all individuals to express their views to their city leaders in a respectful and appropriate manner. Public comment is a time for the Council to receive input.  It is not a debate or back and forth discussion.  No comment shall contain profane, obscene, abusive, threatening or slanderous content. In general, Council members will not respond to comments from the public under Business from the Audience, except to ask clarifying questions. Any public requests for Council action will be referred to staff for review and follow up.
