Utility Billing
The City of Gladstone, in partnership with North Clackamas County Water Commission (NCCWC), supplies healthy drinking water of the highest quality to residents. The water source is the Clackamas River.
Our Utility Billing Department bills for water and sewer and stormwater services. The City of Gladstone has about 3600 customer accounts.
- Billing statements are mailed on the last business day of every month.
- Payments are due on the 10th of the month and have a 5 day grace period.
- The City offers several ways to efficiently make payments towards your account:
- Set up auto pay from a checking or savings account
- Pay in person with cash, check, money order, Visa, Mastercard, or Discover card.
- Free online payments can be made here
- Free phone payments can be made by calling 866-721-1072

The City of Gladstone requires all account changes to be submitted in writing. If you are moving in or out of a City of Gladstone residence, please complete the form located HERE. Once you have completed the form, click the "submit" button and an email will be sent to the Utility Billing Clerk with all the information we need.

Questions about auto-pay?
The City of Gladstone offers two different ways to set your utility account to auto-pay:
- Using your checking or savings account: complete the form located HERE, or complete the information on the back of your bill, and bring it to the utility billing department along with the current month's payment. The utility billing department will process your payment on the 10th of the month. If the 10th falls on a weekend or a holiday, the payments are processed the following business day. Setting an account up to auto-pay using a checking or savings account will not be active until the following billing cycle.
- Using a debit or credit card (PLEASE NOTE: AMERICAN EXPRESS IS NOT ACCEPTED): to use a debit or credit card, you must first create an online account, instructions found HERE. Then set up your account for auto-pay, instructions found HERE.
