GLADSTONE TOWN CENTER PLAN
What is the Gladstone Town Center Project?
The City of Gladstone is establishing a geographic boundary for zoning and development code changes to support economic development and vibrancy within Gladstone’s Town Center. The Gladstone Town Center Plan will also comply with Oregon’s Climate Friendly and Equitable Communities (CFEC) rule making.
The Gladstone Town Center project will result in Comprehensive Plan, Development Code and Zoning Map updates, as well as code amendments to implement parking reforms as part of the CFEC program. The project will build upon the 2017 Downtown Revitalization Plan, new zoning and development code updates for the Downtown Core Overlay, and the recent Main Street affiliate designation for Portland Avenue.
Why is this project happening now?
The Land Conservation and Development Commission launched the Climate-Friendly and Equitable Communities (CFEC) program in response to Governor Brown’s climate Executive Order 20-04. The Commission directed the Department of Land Conservation and Development (DLCD) to improve rules governing Oregon’s planning system in Oregon’s eight most populated areas (Albany, Bend, Corvallis, Eugene-Springfield, Grants Pass, Medford-Ashland, Portland Metro, and Salem-Keizer). The Climate-Friendly and Equitable Communities program aims to reduce climate pollution, provide more transportation and housing choices, and promote equitable land use planning outcomes.
Given the City of Gladstone’s location within the Portland Metro area, the City is required to designate a geographic area for updated land use regulations that promote new and existing compact, urban and walkable mixed-use development.
