On April 1st, 2016, City Council adopted an Ordinance No. 1383, amended by Ordinance 1493 to the City Municipal Code. Title 12.24 requires all utilities to have a contractual agreement, ROW License or ROW Registration to utilize the city’s rights-of-way.

The goal is to accurately identify all right-of-way users and ensure fair, market-rate compensation for the use of this valuable asset.

What are the Rights-of-Way

Gladstone's rights-of-way are sections of land set aside for public benefit.  These sections include streets and sidewalks as well as land set aside for water pipes, electricity lines, telecommunications and other utility infrastructure. 

The city’s rights-of-way are one of the community’s most valuable assets, and include all the property and improvements on Gladstone’s streets.  Gladstone coordinates right-of-way use among private and public users to efficiently manage this large and complex resource.
