City Council Adopts Pavement Condition Index (PCI) PCI of 71

In 2016, the City of Gladstone established a Pavement Management Program (PMP) at which time a citywide review and rating of roadways within the City of Gladstone was completed.  The initial rating provided a Pavement Condition Index (PCI) rating of 67 on a 0-100 scale; a rating of 67 is in the “fair” category. Recently the city conducted a re-rating of our roadways, and while our PCI hadn’t dropped, it was determined that the current funding level is insufficient to maintain the current PCI.

The City of Gladstone is committed to improving our roadways, Gladstone City Council recently adopted a Pavement Condition Index (PCI) of 71.  The City will be following a comprehensive Pavement Management Plan (PMP), which is designed with a more cost effective, “best-first” approach.  The reasoning behind this philosophy, is that it is better to treat streets with lower-cost, preventative maintenance treatments, such as slurry seals, micro-surfacing and crack seals, and extend their life cycle before the street condition deteriorates to a state where it requires more costly rehabilitation and reconstruction treatments. Based on this methodology a newly constructed or overlaid street would have a PCI of 100, while a failed street which would require a complete reconstruction would have a PCI under 25.

With 37.1 centerline miles of roadway within the City of Gladstone the process of raising the PCI from its current rating of a 67 (fair) to a 71(good) will require an estimated investment of $900,000 per year for the next five years, which is an additional $500,000 per year than our current budget.  City staff worked diligently to identify funding sources which when re-allocated will allow for the City of make the investment in our roadways without additional cost to our residents. 

Utilizing a Pavement Management Program will provide the City of Gladstone a clear path forward to proper management of our roadways.

HAZARDOUS WEATHER ROAD CLOSURES AND STREET SANDING MAP

During winter months Public Works is on call to sand our streets and close them when necessary.  We sand major intersections and areas that have inclines. Some streets are too steep to sand and will be closed for public safety purposes.   The Hazardous Weather Response street zones map is shown below under Supporting Documents.  You may also go to the GIS map on the City's website page:  Transportation:  Hazardous Weather Response.  Once you are  in the GIS map, click on "Transportation" in the layers on the left, then click on Hazardous Weather Response.  This will highlight the streets as CLOSED (Red);  PRIMARY SANDING (Green);  and SECONDARY SANDING (Blue).
