OLWD Sanitary Sewer Cleaning & CCTV Project

The City of Gladstone is submitting a Public Notice and Invitation to Bid for the OLWD Sanitary Sewer Cleaning and CCTV Project. In order to continue uninterrupted municipal sanitary sewer collection services and protect public health, safety, the environment and meet all federal, state and local regulatory requirements and permits, as well as meet the requirement of the current Intergovernmental Agreement (IGA) with Oak Lodge Water Services (OLWS) there is a need to clean, CCTV inspect, assess the condition, maintain, plan and upgrade the portion of the Gladstone municipal sanitary sewer collection system that drains to the Oak Lodge Water Services Glen Echo Pumpstation.
The City requests the bidder to perform services to clean and conduct Closed Circuit Television (CCTV) video inspection of common City mainlines (no customer lateral launching required) within the entire portion of the Gladstone collections system that drains to the Oak Lodge Water Services Glen Echo Pumpstation. There are approximately 37,000 linear feet of gravity sanitary sewer collections system municipal common mainlines ranging from 6 inch to 8 inches within the portion of the Gladstone collections system that drains to the Oak Lodge Water Services District Glen Echo Pumpstation. The sanitary sewer mains within the project area were last cleaned and CCTV inspected in 2021.

Questions regarding this project shall be submitted via email to PWOffice [at] ci.gladstone.or.us (PWOffice[at]ci[dot]gladstone[dot]or[dot]us) with the project name in subject line no later than end of business on August 6, 2026. Addenda, if any will be issued by end of business on August 7, 2026.
Sealed bids will be received at City Hall, Utility Billing window, located at 18505 Portland Ave. Gladstone, Oregon 97027, Attention: Kristin Bowen.
Bids may be hand-delivered to the Utility Billing Window until 1:00 p.m. on August 12, 2026. Bids submitted via United States Postal Service (USPS) mail must be received no later than 12:30 p.m. on August 12, 2026. A bid opening will follow at 1:05 p.m. in the Community Room at City Hall, attendance at the bid opening is not required.
